Implements policies and provides critical support for the day-to-day operations of the Association. The Chairman heads these functions.

Formed to undertake special projects. It comprises relevant members with expertise related to the terms of reference of the committee and the nature of the project.

AIMS & OBJECTIVES

Today the APSA effectively carries out its role generally as a lobbyist, negotiator and advisor to its members and shipping fraternity at large towards the development of shipping expertise.

To protect and promote shipping and the related trade and industry in Karachi and elsewhere in Pakistan; and to do all that is necessary for the development of the business of the association.

To discuss and deal with all questions that seems to be connected with or to have a bearing on Ports (including dry ports) and Shipping related trade and industry

To collect and circulate statistics and other information relating to ports (including dry ports) and shipping and the related trade and industry

To promote right understanding and unanimity businessmen and functionaries connected with ports and shipping in Pakistan on subject involving their common good and to safeguard the general mercantile interests in the country.

To endeavor to settle trade disputes by arbitration, conciliation or otherwise and to assist in information development and maintenance of boards of conciliation and arbitration.

To protect and promote rights and privileges of Shipping trade and industry in Pakistan and to represent to Government and public bodies their grievances for obtaining their redress and to join any mercantile or public body for the purpose.

To advance and promote professional, commercial and technical education and to canvass for support found and run establishment and institutions for such purpose.

To discuss promote or oppose legislative and other measures that seem to be connected with or to have a bearing on ports and shipping and related trade and industry and to consider, originate and support improvements in the relevant laws.

To arrange Conference and Seminars to further the knowledge of people associated with ports and shipping trade

Our staff is well trained and possesses the capacity to ensure high performance through professionalism and integrity.

CONCLUSION

The APSA has evolved into a modern, customer-oriented organization. It readily dealt with challenges presented by its external environment by remolding its operation and using its expertise towards achieving new objectives. The Association has evolved with time and under its able leadership will meet the demands of the shipping industry way into the future.

APSA MEMBERSHIP

Today, the APSA’s membership is representative of the interconnectedness of the shipping industry, not only are shipping agents and their principals; members of the Association, membership has expanded to include ports, shipping industry consultants, surveyors, chandlers, consolidators among other entities.

The APSA is also represented on almost every shipping related committee or organization local, regional and international. It is also represented on the local Pilotage Authority and provides a Commissioner for the Port Authority.

The expanded membership of the Association and its representation on local and regional bodies allows for increased expertise and experience in achieving its objectives and a platform to air the concerns of the Association at the governmental and multilateral levels, respectively

The changes, if any, regarding name of representative appearing in the list of voters shall sent to the Secretary General of the Association along with necessary proof of eligibility within three days of the announcement of Election Schedule.

4.

Secretary General shall display within seven days of the announcement of Election Schedule the provisional list of all members eligible to vote.

5.

The members who have any objection to the entries/changes in the list of participants shall send their objections in writing to the Secretary General within seven days of the issuance of the said list.

6.

The Secretary General will intimate action on the objection or changes sent by members within five days from the last day under preceding clause.

7.

Any person aggrieved by the decision of the Secretary General may make a representation, within three days to the Election Commission.

8.

Within three days of decision by the Election Commission or in case the Election Commission fails to decide within the stipulated time provided under preceding clause any person aggrieved by its decision may appeal to the Director General Trade Organizations (DGTO) whose decision in this regard shall be final.

Within two days of the decision of the Director General the final voters' list shall be issued.

10.

Within four days of the display of the final list of voters, any person who is eligible to contest the election for the vacant post, shall send his nomination duly proposed and seconded by a duly registered voter and signed by the candidate to the Secretary General on the prescribed form.

11.

Within twenty four hours of receipt of nomination papers, a copy of the final list of voters shall be provided to each contesting candidate.

12.

The nomination papers shall be scrutinized by the Election Commission and list of candidates shall be displayed within twenty four hours of the last date of receipt of nomination papers.

13.

The objections, if any, to the nomination of the candidates can be filed to the Election Commission within twenty four hours of issuance of the list of candidates which shall be decided by the Election Commission within two days.

14.

Any candidate aggrieved by the decision of the Election Commission may file an appeal to the DGTO within two days, who will decide the appeal with even days and his decision in this regard will be final.

15.

Within two days of the decision of the DGTO the Election Commission shall issue the final list of candidates.

16.

Within five days of display of final list of candidates, the election of Members of Executive Committee will be held.

17.

Within two days of the election, any person elected as Member of Executive Committee shall send his nomination for election as an Office Bearer duly proposed and seconded by an elected Executive Committee member and signed by the candidate to the Election Commission.

18.

The nomination papers shall be scrutinized by the Election Commission and list of candidates shall be displayed within twenty fours of the last date of receipt of nomination papers.

19.

Within two days of display of final list of candidates, the polling for election of Office Bearers shall be held.

20.

The final result shall be officially announced at the Annual General Meeting of the Association.
